The Ministry of Public Service and Human Resource Development (MoPSHRD), with support from the (Building Institutional Foundations for an Effective Public Service) BIFEPS project, successfully convened a three-day stakeholder consultative workshop aimed at formulating key Human Resource Policy Instruments. The workshop brought together senior government officials including Director Generals, HR Directors, and representatives from the Cabinet Affairs, as well as development partners and other key stakeholders.
In her opening remarks, the Undersecretary of MoPSHRD Hon. Philister Baya Lawiri emphasized the significance of the workshop in driving the reform agenda, stating her strong commitment to lead the policy formulation process with professionalism, transparency, and active collaboration from all participating ministries.
Speaking on behalf of the Cabinet Affairs, Chief Administrator Hon. Valentino Dhol Malueth stressed the need for institutions to adhere strictly to policies and called for a decisive shift from traditional recruitment practices toward a more merit-based, policy-driven HR system that supports the building of an accountable and effective public service.
The workshop outcomes are expected to feed into the broader public service reform efforts under the BIFEPS project, specifically aligned with its components focused on strengthening HR management systems and institutional capacity building.
